Case Booking On What Grounds?

Controversy’s favorite child is back and with a bang! We are talking about the eccentric genius Ram Gopal Varma and this time he has come up with a set of tweets on Tirumala Balaji and Yadagirigutta Narasimha Swamy which are stirring up some major heat.

His lines go as follows - 

"Is it Right that Telangana people pray to Andhra people's Balaji more than their own Yadagiri Narasimha? I am not a believer in God but I feel it's insulting to Yadagiri Narasimha that Telangana people pray to Andhra people's Balaji more. Like you love your own country, shouldn't you be praying to your own states God instead of praying to another State’s God? Isn't it correctly wrong that Telangana people think of their own God Yadagiri Narasimha lesser than Andhra people's God? I am very happy the KCR is developing Yadagirigutta and I think this act of his will make Telangana people realise the value of their own God"

With this, some have tagged them as controversial statements and predict cases will be booked on him. RGV already has some taste of it when he made some remarks during Ganesh Chaturthi on his social networking profile. While all that is understood, let us talk a fact. On what grounds cases can be booked on these lines? It is all about freedom of expression and democracy so quite honestly, any legal action doesn’t stand valid but the publicity RGV would get is tremendous.
